RAWNAQ will use phone-first OTP access later. In this build, authentication is intentionally unavailable and no OTP will be sent.
Production auth, OTP delivery, and session creation are still disabled while the security plan is completed.
No request is sent from this screen. OTP delivery and login will stay blocked until provider, rate-limit, audit, and route activation reviews are approved.
